It strikes me that this is, to a large extent, belly aching by iFixit.com.
Apple, for whatever reason, has been making it harder for 3rd parties (like iFixit !), to disassemble their products. This would put Apple in conflict with Electronic Product Environmental Assessment Tool (EPEAT) requirements that products be easy to disassemble.
I suspect Apple's position is that their Apple product *are* environmentally sound when recycled by Apple. But EPEAT requires that non-Apple parties can easily recycle the components too.
Now, on the Federal Agencies issue, Apple pulling out of EPEAT puts it at odds with a 2009 Executive order giving "preference for EPEAT-registered electronic products".
In other words, if there are two otherwise identical products X and Y that a government agency can buy, and Y meets EPEAT standards and X doesn't, the agency should choose product Y.
iFixit, in their belly aching, jumps to the conclusion that "Federal agencies can no longer buy Apple products for their offices".
There are certainly shades of truth in both of these points (lack of recyclability by 3rd parties and putting it at odds with a 2009 EO -- if you can find an identical computer or tablet that also runs Apple OSes I guess), it is clear that iFixit has an ax to grind.
