That's Apple's QA problem. Its well known and been around a long time.
I don't believe it has anything to do with Steve or Tim.
Apple should hire more engineers and fewer lawyers. Their Terms of
Service and various legal agreements appears to change more often than
their binaries and source code. Fixing bugs should have the opposite
effect.
