FIPS 140-2 support isn't a particularly rare commodity. Thursby's widely used and free PKard Reader secure browsing app includes FIPS 140-2 validated cryptos. The accompanying free SDK opens them up similarly to "almost any app," with appropriate card authentication.
Suspect that any large, complex rollout on Government Furnished Equipment will reflect scale and complexity into an amalgam of vendors that best meet current and future needs…

On top of that, products like Mocana App Protection provide NIST certified crypto for almost any app today.
Don't see much need for a waiver at this point and it just gets easier in the very near future.
