The feature I believe you're thinking of is called Guided Access; it can be used to lock out some UI components and the home button, and is part of iOS 6 not an application-specific feature.
You basically turn it on in Settings, then triple-click the home button to enable it, map out the areas you want to "mask" from user input, then to turn it off you triple-click and (likely) enter a pin to turn it off.

The home button can be disabled via software in iOS 6. I recall info from WWDC on that. It is implemented by the app developer, not a system feature.
