Outlook 2011 only uses EWS, not MAPI like the Windows clients on Exchange 2010 and lower. Microsoft has deprecated MAPI with Exchange Server 2013 (Microsoft has been deemphasizing it since Exchange 2007), so EWS is the only "direct" way to connect to an Exchange server going forward.

@Boyd...are you trying to use Outlook 2011 to connect via the EWS
interface (which *can* be enabled on the outward facing OWA) or a direct
Exchange Server connection? I am confused about your comment WRT

There is no workaround. They have disabled access from outside of the
DoD domains. Why they don't just allow the same CAC authentication, I
have no idea.

i've configured it for CAC authentication and it appears to make
the initial connection then either drops it or times out because it
doesn't get a valid response from OWA which i think is due to the
acknowledgment page that DISA put up on the web site.
anyone from Microsoft, got a work around?
