One of the problems with an official policy like that is where the security issue breaks over to a basic bug. if a user can crash an app that comes with the system, security issue or just a bug? If you spin it right, just any bug can be a security issue.
The last thing we want is an environment where an OS, lets call it “Mac Old” is run for years and years forcing the prices up on “Mac New" and distraction for Apple OS developers working on "Mac New causing it to become “Mac Catastrophe” like other companies have produced time and time again.
Look at it this way, 10.9 is a point upgrade to 10.8, thus would naturally carry security fixes for 10.8. It is, after all, just Mac OS X (aka roman numeral 10). :-> And a huge bug elimination it is… many more than are listed or will ever be addressed in the late great 10.8.
