Thursby tech spt guys walked me through the following steps to fix the problem:
	1.  Removed previous Mail.mil entries in keychan
	2.  Did a verify and then repair on keychain.
	3.  Then rebooted, relaunched Safari and selected -first email cert- from the list.  The top of the list was not an email certificate.  I suspect that was the problem.
