Actually, there are a number of ways to not be charged tax, such as having blanket purchase orders, purchasing via Apple Federal, etc., but the quickest answer if someone is looking to purchase something from the App Store, and their only concern is sales tax, is to make the purchase, and then email email@hidden to have the tax removed.
