I’m sorry, but I think it’s worth saying that it’s pretty hysterical we’re talking about a company here that can figure out how to carve entire laptops out of single blocks of aluminum, invent displays that surpass the retina’s ability to discriminate pixels, build a sensors and controls into a watch that surpass anything that’s been done before… but can’t figure out how to prevent charging sales tax to the government, and then has a process in place for removing it that involves manually sending regular email.
I’m normally not a complainer, but this perspective hit me when I read John’s email. If Apple cared about this, it'd have an elegant solution in place to solve the problem. The fact that this is the reality — there’s no way to avoid paying the sales tax, and then need to get it refunded via an email — speaks to it not caring at all about it. These are the tiny cuts that kill.

You can technically "get" the Server software via the developer program, but it is not licensed for deployment or production use -- just development and testing.
For sales tax, you can email email@hidden<mailto:email@hidden> and have the tax removed after the fact -- it is credited back to the same payment form used. We do this all the time.

“pre-release” software, technical support, development tools, and a way to
put things in the App Store. I'm not seeing how that would get me OS X

Yes? OK, great. How?
Most of the problem lies with our insane procurement process. They’ve
already wasted weeks and dozens of man-hours on paperwork and
meaningless trivia over a $20 purchase. Not Apple’s fault. However,
the latest wrinkle is that Apple is insisting on collecting sales tax.
I think that’s an artifact of the stupid App Store and the credit card
processor used for it. Whatever. But we can’t say screw it, here’s a
buck and a half in tax, send us the software… it’s illegal. I know that
the procurement people have been engaged with Apple’s federal rep(s),
but clearly have gotten nowhere.
Has anyone been able to procure it legitimately, or is everyone saying
eff it, buying with their own credit card, and swallowing the $20 to get
on with their lives?
