Are you mis-speaking here?  Did you mean "[...] error in finding a suitable certificate to *encrypt* the outgoing [...]"?

Soft certs from the DoD PKI--which would be the only certs you can load yourself into a NEO--are limited to encryption.  Failure to sign is the expected behavior.
