My understanding from someone who went to the middle east to support the troops in-theater was that CAC was hard to maintain in that environment, that it often failed to work due to the conditions of the environment, and that this was the context for where CAC would be replaced. So to Tim Miller’s statement below it seems the replacement of CAC is limited in scope.
