I can't comment on the accuracy of that statement, but that looks like the text from a recent Nessus/tenable plugin that deems all versions of macOS < 10.12 as being vulnerable. The plugin is rated as having a critical severity, but it is completely unrealistic to expect a large enterprise to move all of their Macs to Sierra within one month from the release date.
