Welcome to Mac management in a secure environment. Using Casper you can cache the installation on each system then make it available for the user to run the upgrade at their leisure. Has worked to get our systems rolled over in a week(not including pre-rollout testing) each year.

I can't comment on the accuracy of that statement, but that looks like the text from a recent Nessus/tenable plugin that deems all versions of macOS < 10.12 as being vulnerable. The plugin is rated as having a critical severity, but it is completely unrealistic to expect a large enterprise to move all of their Macs to Sierra within one month from the release date.
