This would need to be an approved cloud service, irrespective of your
determination to issue an ATO or not, particularly as the process involves
uploading your code to Apple for analysis/notarization.
As you will be uploading code to Apple, a need to understand information
protection and disposition is key, irrespective of label.

I’m not involved in the details of the procurement discussions, but isn’t Apple
Notarization just a weak version of the Apple Developer agreement and having an
app approved? Seems it would be more a case of having an approved TOS on the
account that an ATO on a system.

Subject: [EXTERNAL] [Fed-Talk] ATO for Notarization?
Is anyone aware of any federal agencies that has granted ATO to use the Apple
Notarization service for app security? Since it's a cloud service, I assume ATO
is required. From what I understand, 10.15 will require notarization, even for
in house apps.
Any further info is appreciated.
