No.  CHUD is not open source.

I'm looking to clear the unified buffer cache programatically so that
the cache will be cold. (I can see how to prevent caching for a
particular file, but what I want is to clear the cache for the entire
system.)

You're doing this for debugging purposes, right? If not, when not just fork/exec the "purge" tool?
