Not sure if this is related or not but I did get this problem when I was
storing the .pkg into the same folder as my package resources (i.e. Where
the license file, readme goes). Yes realise that was a silly thing to do,
but it's what caused PackageMaker to seemingly get stuck in an endless
process for me.
