I have seen this in Panther when I had an InstallationCheck script
but no localised folders containing the InstallationCheck.strings file.
When I added the English.lproj, German.lproj etc folders to the
Resources folder and added my InstallationCheck.strings file to all
of those, this problem went away.
This was suggested by Chris Ryan at Apple so it it may be a known
issue of some kind.
