As far as I know, PackageMaker/Installer has no support for 'uninstalling'
Perhaps the easiest way to accomplish what you need would be to run a
preinstall script that deletes the files, or make a package that does
nothing but run a script to delete the files-

I get the same error in my package. I just started testing it today
under 10.3.9 and ran across this problem. I was installing onto the
2nd partition of a firewire drive when the error occurred. If I
install to the other partition of the drive (which contains the OS),
it installs without error.
