There is no built in support for installing into ~/. Check the list
archives for workarounds suggested.
As for Admin permissions, since you are an admin, it allows for
installation, if your user was not it would ask for authentication.

during testing, I was putting the files into /Library/Internet

and specifing that Administrator authentication be used, but the
installer
never asked for a password. what gives? my current user is
allowed to
administer the computer, and for all other things administrata is
asked for
password.
