cannot hide packages contained in a metapackage

I have followed the instructions from http://developer.apple.com/documentation/DeveloperTools/Conceptual/SoftwareDistribution/index.html to hide individual packages in a metapackage, but it didn't work, those packages still show up during installation.  I am using Packagemaker 2.1.1 on Mac OS 10.4.7.  Any help or suggestions would be greatly appreciated.
