Although it's POSSIBLE to work around this inbuilt behavior of the
installer with InstallationCheck/VolumeCheck scripts, Apple doesn't
do this because they believe that by reinstalling stuff that's
already installed, "bit rot" gets repaired, thus reducing the number
of support calls.
This may in fact be true, but at least it's easier than instructing
the user how to un-install software and then re-install, if there's
"skip if it's already installed" stuff in the scripts.
(Yes, uninstaller support for the Apple Installer. Maybe someday.)
