Yeah, this implies to me that something about the folder structure of
your bundle isn't valid.
Is it safe to assume that the developer tools (such as SetFile) are
available on all 10.3+ installations, barring the user
deleting/uninstalling)?
Nope. Dev tools are only there if the user installs them, and most users don't.
You do not want to use this band-aid anyway; you'll be much better
off if you can figure out how your bundle should be laid out.
