Installer: Works on Tiger, Not on Panther

Hi,
I've created an installer for my appilcation using the latest XCode
tools and PackageMaker 2.2.1. The installer project is a single
package project.
The installer works fine on Tiger. But, on Panther the package flag
isn't being correctly set for some reason; i.e., the user sees a
regular folder not the application package with its icon, etc.
What am I doing wrong?
