Apple has posted sample code on its ADC site for developers interested in creating sample plugins. It's available here:

http://developer.apple.com/samplecode/InstallerPluginSample/

This sample builds an Installer plugin and includes a sample package and instructions on how to integrate the plugin into that package.

Hopefully this will help developers get up to speed much more quickly on the issue.
