PackageMaker can't generate metapackage on 10.5 in Terminal

In 10.4, I uses following command to build metapackage in Terminal

PackageMaker -build -mi Packages/ -p install.mpkg

But it can't execute successfully on 10.5 with error "Error: No packages to build".

In addition, when run command PackageMaker or packagemaker in Terminal, error "Command not found" will be shown. The absolute path "/Developer/Applications/Utilities/PackageMaker.app/Contents/MacOS/PackageMaker" should be used. 

Who knows why? How should I do to handle the problem?
