how to create regular (non-distribution) packages

When I create a new package, as soon as I indicate the Install Destination is User home directory, the package is considered an distribution package. Why is this?

I have an application that installs both 'global' things (i.e. in / Applications) as well as 'user' things. How can I get all this in one installer?
