You say that installations are stripped of Intel code when run on 10.3.x. I'm a little surprised at that, but I don't doubt you.
But computers running 10.3.x never have Intel processors. They have no use for Intel code.
The 10.3.x computer might be upgraded to 10.4, but the upgrade won't give it an Intel processor.
You may be thinking of problems in drag-installing your software, after Installer has done its work, to an Intel machine — but if dragging is a good way to install your software, you wouldn't be doing a package installation.
Is the problem you anticipate that the user might buy an Intel Mac later, and use the migrator to transfer your software to the Intel machine?
