OK, I've found the reason for the problems I was seeing in Leopard when
it comes to French (and being stupid).
There's a bug in Installer.app when it comes to localization.
The origin of the bug is language abbreviation (fr vs French)
Detailed explanations:

PackageMaker 3 uses abbreviation for language names. For instance,
English is labeled en by default (which to me means Ethernet more than
anything else). French is labeled fr.
If you build a 10.3 format package in PackageMaker with a French
localization and you use the suggested fr abbreviation, when you
display a License in French while running the OS in English, the
buttons are displayed in English and the alert sheet is displayed in
English.
Then if you go inside the package and change fr.lproj to French.lproj
and reopen the same package, when the License is displayed in French
while running the OS in English, the buttons are displayed in French
and the alert is displayed in French. C'est magique !
Conclusion:

o There's an important localization support issue/bug in Installer.app
in Tiger and Leopard. I haven't checked this on Panther or Jaguar.
o The solution is either to fix Installer.app or PackageMaker 3.
Workaround:
-----------
Rename abbreviated languages to full languages if you're affected by
this issue.
