It is not 100% reproducible - I can't figure out what triggers this
behavior. The particular package is a distribution metapackage, but
I've also seen it in a standard .pkg.
This is a feature of Leopard. If there's only one possible
destination and the volume has been checked by the time the user
would get to that panel, the panel is skipped.
