The particular package is a distribution metapackage, but I've also
seen it in a standard .pkg.
This is a feature of Leopard. If there's only one possible destination
and the volume has been checked by the time the user would get to that
panel, the panel is skipped.
Is it also a feature that when you have a Root Volume Only flag, the
Choose Location… button is visible (package, metapackage)?
IIRC, there is no way to change the Startup Disk without restarting the
Mac.
