you can't continue, there is nothing to install.

I want to generate a install package which support "revert to previous version", following is the steps:

1. I checked "Allow Revert To Previous Version", 
2. Set the package version to " 0.9.0" and generate package test.pkg, copy to folder A. 
3. Set the package version to "1.0.0" and generate package test.pkg, copy to folder B.
4. Install test.pkg in folder B
5. Install test.pkg in folder A, because I have selected "revert to previous version" I expected test.pkg in folder A can be installed, but I got error message:
you can't continue, there is nothing to install.

 
Anyone knows why this happened?

 
OS: Mac OS X 10.4.11
Installer.app: 2.1.9 build 37
packagemaker.app : 2.1.1 build 110
