I cannot find any apple docs that talk about the installer "diverting" files. Does anyone know what can cause this crazy behavior???

It would be interesting to test the following thing:

Clean /tmp or restart and then install again.

Because it could be due to relocation automatically applied to your the application bundle within your package.
