packagemaker installs as non-admin

As others have reported on this list, I'm getting errors installing for users without administrator privileges.  The error in the logs is:

October 21 17:44:47 venkman : pkgReceiptMaker[2209]: 2007-10-21 17:44:47.764 pkgReceiptMaker[2209] Error 13 (Permission denied) trying to rename LittleShoot.pkg to /Library/Receipts/LittleShoot.pkg

I'm using the technique of installing to /tmp and using a postflight script to copy the files from there to ~/Applications, but none of that matters because the Receipt will never get written correctly because non-admin users don't have permission to write to /Library/Receipts.

As far as I can tell, the end result is that you simply cannot write PackageMaker installs for users without administrator privileges.  Is that correct?  If so, I really just can't believe it.  There's so much talk about these workarounds to install to ~ and options in the UI to not require any permissions, but none of it means anything? 

Am I missing something?  Is there a way non-administrators can install any PackageMaker managed installer?
