command line building packages in leopard

Our build system automatically builds the installer using the command line interface for PackageMaker. We have a new installer that we made with the Leopard version of PackageMaker. It works fine with the UI, but I can not get it to build with the command line. I looked at the docs and it does not look like they have updated them for the leopard version of PackageMaker.

Here is the command I'm using
/Developer/Applications/Utilities/PackageMaker.app/Contents/MacOS/ PackageMaker -build -proj Installer.pmdoc -p '../Packages/ Installer.mpkg' -v


It gets the following error
ERROR: The specific root does not exist

any ideas?
