OK, I think I can hack something up with a relocatable package. So relocatable packages put the receipt in a different place depending on where the user selects? I find that a little surprising, but that would be great. Thanks very much Stephane -- big help.
For any Apple folks on this list, there were two things I found shocking coming across this bug:
1) That the bug exists in the first place. Big showstopper in my mind, and it's discoverable with really minimal testing.
2) This one's MUCH WORSE -- that fact that it's completely undocumented. The minimal amount of effort it would take to document this is heartbreaking to me. We need to start a wiki or something and bypass the Apple documentation bottleneck.

With a relocatable package, you can.
On 10.5, with the new 10.5 package options, you can.
