Is the background image set to "Size to fit" or "Proportional"? One of
those settings probably limits the window resize, but I haven't
tried it
personally.

Yeah I have set a background image, and I tried it with both the
options - "Size to fit" or "Proportional". But the problem persists.
Then I did some R&D with PM-3.0 and PM-2.1.1.
I think the problem is that its the default behavior of mac
installer. I launched some of the .pkg files from the Xcode developer
tools installation CD. I found that the Maximize button was disabled.
One more thing is that the if you build a .mpkg file from
PackageMaker 3.0 in Leopard( 10.5.2 ), the Maximize button is enabled
even if background image is set. And its only for .mpkg files, not
for .pkg files.
After these observations from my R&D, I came to the conclusion
that, .pkg files built with PackageMaker 2.1.1 in Mac OS 10.4.11 has
its Maximize button disabled.
Inputs on this issue and the observations are highly appreciated.
