How is it possible to know on which OS X version you're going to install something?

Basically, the issue is the following one:
It's pretty easy to know what the OS version is. You can use command line tools, gestalts, etc.
The problem is that this piece of information is inaccurate (or wrong).
Since Apple is pushing out security updates, oops updates (1), a Mac system said to be for instance 10.5.1 by the former methods is not really a genuine 10.5.1 version.
So what would be the correct way of figuring out the real OS version? Or is it better to consider that we have a OS version with "Service Packs"?
Since there's no APIs or tools to get the Service Pack version, what would be the recommended way? bom inspection, installdb queries?
(1) oops updates are updates to fix a previous update.
