Installer skipping over 'Select a Destination' panel

Just found an interesting problem today. I've set my installer project to ask the user for a destination volume. Thus, I left the checkboxes 'system volume' and 'user home directory' unchecked. I also set the project to do a custom install only.

But after I build and run the package, clicking on the Continue button causes Installer to go directly to the Custom Install panel. So, instead of getting the following sequence Welcome -> Select a Destination -> Custom Install I get Welcome -> Custom Install. I dare not click on the Install button as I do not know where the payload will end up.

Any ideas what's causing this? The project's Install Properties is set for 10.5.
