Problems with relocation

I built a package that installs a simple application on a test volume. Then I moved the application (v1.0) to a different directory on the same volume. Next, I built another package with v2.0 of the same application. The Installer tool did found the moved application, and offered to upgrade it instead. But when I clicked on the Install button, I find that the moved application remains at v1.0. I have the 'Allow Relocation' flag set on both packages. I also made sure that both have different package versions.

I thought that relocation will allow me to upgrade an installed application from v1.0 to v2.0. But this does not seem to be the case here. Can anyone help clarify this? This is for a MacTech article that I am writing.
