weird hang on 10.5 when using an installer plugin

I have an installer set to "root volume only" and not relocatable and I have a plugin after the Target page. On Tiger, it works as expected. On Leopard, after accepting the license agreement, the left menu shows it jumping directly past Target to my plugin, but the UI doesn't change from the license agreement. Presumably it's jumping past the Target page (since there is no reason to pick a volume - though this step is there on Tiger) but it doesn't kick in the UI for my custom plugin.

If I disable "root volume only" then I get the Target page and then my plugin works as expected.

Is this a known issue?
