Installing different versions of a .pkg based on OS version

I'm trying to build a metapackage that installs version A of a
component on Tiger, and version B of the same component on Leopard.
After setting the OS version requirements on each component,
everything seems to work properly, but PackageMaker seems to require
that each package has a different package identifier, even if the
package version is different. If I manually edit the identifiers to
be the same, opening the metapackage causes Installer to return an
error ("Operation could not be completed.
com.apple.installer.pagecontroller error -1").
Is there a way to accomplish what I'm trying to do? After a
successful install, the package receipt has the package identifier
shown in PackageMaker, which I expect will cause problems with upgrades.
