Doe this issue occur if the package is outside of the affected user's
home directory? For example, if the package is copied to /Users/
Shared, and run from there, does the issue occur?

IIRC, Installer Plugins are copied into a temporary folder (in some
cases?) during installation.
It could be the origin of this issue.
