Both of these are correct. (no top level files AND full-name lproj dirs).

I tried both of these alternate options to see if it fixed anything,
and nothing changed (except that the top-level resources seemed to
override the languages and NEVER switch to those languages... if the
top level files were english, all languages displayed english)
