You can check 2 things:
- there is no licenses at the root of the Resources folder. They
are all in
.lproj folders.
- the name of the .lprog folders are not abbreviated
(English.lproj is
better than en.lproj).
Both of these are correct. (no top level files AND full-name lproj
dirs).
I tried both of these alternate options to see if it fixed anything,
and nothing changed (except that the top-level resources seemed to
override the languages and NEVER switch to those languages... if the
top level files were english, all languages displayed english)
Can you create a small package example illustrating this weird
behavior so that it can examine?
