Bug in PackageMaker regarding permissions?

According to what the xar tool says, there looks like to be a bug in PackageMaker.

If you list the files in a .pkg from the OS installation, files are root:wheel 644. (As a matter of fact, the PackageInfo file for OSInstall.pkg does not follow this rule).

If you list the files from a distribution made with PackageMaker, you end up with this: files are 644 but owner/groups can be user/wheel, user/staff.
