If you build a disk image on Snow Leopard with a background image,
the background image will not be seen on Tiger.
A problem with operating systems is my first guess too. I haven't seen
the Finder compatibility documented, but it is likely in general that
Finder settings are forwards compatible. If you configure the disk
image on your oldest supported operating system then it is likely to
be ok on newer systems.
Building on a new system and deploying on an old system is fragile. In
particular as noted, Snow Leopard to Tiger has issues. I have been
fine using Leopard and deploying to Tiger through Snow Leopard, both
the dimensions of Finder window and the background image do display as
intended.
