Thanks for the quick response. All of those things appear to be the case. There is slight difference in file datestamps (see below). The problem still seems to be persisting.

[ ] /Library/StartUpItems exists and its permissions are root:wheel 755

[ ] /Library/StartUpItems/IcebergControlTower exists and its permissions are root:wheel 755

[ ] The contents of /Library/StartUpItems/IcebergControlTower looks like this (components and permissions):
