Thanks for the quick response. All of those things appear to be the
case. There is slight difference in file datestamps (see below). The
problem still seems to be persisting.

updating to the latest version (1.2.7) and rebooting after I saw
this message and it did not make any difference.

check the following points:
[ ] /Library/StartUpItems exists and its permissions are root:wheel
755
[ ] /Library/StartUpItems/IcebergControlTower exists and its
permissions are root:wheel 755
[ ] The contents of /Library/StartUpItems/IcebergControlTower looks
like this (components and permissions):
