Ok, I looked through the PackageMaker
and Iceberg interface related to my #2 thought (sorry for so many emails),
and I think what I am remebering there is the Software Delivery Guide note
on Overwriting directory access permissions.
http://developer.apple.com/mac/library/documentation/developertools/conceptual/softwaredistribution/Component_Packages/Component_Packages.html#//apple_ref/doc/uid/10000145i-CH7-SW6
" When
a directory that’s part of the component hierarchy already exists on the
installation volume, its permissions are modified only if the package specifies
that directory permissions must be overwritten. (...)
components that use an internal hierarchy
that doesn’t include Mac OS X standard directories may need to overwrite
the access permissions of their internal directories to ensure a successful
install. "
