Thanks, guys. And yes, I had the permissions set correctly on my source files (which is a stupid requirement, since it makes them cumbersome to manipulate later or by subsequent maintainers of the app).
The problem was the directory levels that don't exist at all on the source or destination, the ones that the installer must create. Those are the ones that get nonsensical permissions and owners. Iceberg allowed me to specify those intermediate directories in the destination structure and give them the proper permissions (actually, the proper ones defaulted).
For the OS version I ended up just examining the value in /System/Library/CoreServices/SystemVersion.plist.
