I have not used Sudre's Packages but for a normal flat package installer, if the resources are under pt-BR.lproj directory, it correctly displays the information. In pt-BR, its a -(minus sign), not a _(underscore).
Even if you are using 'Packages', you can check if the created installer package has pt-BR.lproj directory in the Resources folder. If it is there, everything should be good.
